REGULAMIN

 

"IV KONKURSU GENERALSKIEGO"

 

 

1.Organizator: Szkolny Klub Krótkofalowców SP3PGR przy Gimnazjum nr 1 im. gen. Kazimierza Raszewskiego w Poznaniu, wchodzącym w skład Zespołu Szkół Odzieżowych im. Władysława Reymonta, zwanym dalej Szkołą. Czwarta edycja Konkursu objęta jest patronatem honorowym ministra Stanisława Kozieja, szefa Biura Bezpieczeństwa Narodowego oraz wielu stowarzyszeń i instytucji, związanych w przeszłości i do chwili obecnej z postacią Patrona Konkursu. Managerem imprezy jest Jacek Behrendt SQ3OPM sq3opm@wp.pl.

2. Cele: 1. Uczczenie pamięci Kazimierza Raszewskiego - wielkiego patrioty, uczestnika wojny polsko-bolszewickiej, generała Wojska Polskiego II RP, dowódcy Okręgu Korpusu Nr VII z siedzibą w Poznaniu, działacza i społecznika, w nawiązaniu do 95. rocznic objęcia przez Patrona Konkursu stanowiska d-cy 3. pułku ułanów Armii Wielkopolskiej (16.02.1919), stanowiska szefa Wydziału Wojskowego Komisariatu Naczelnej Rady Ludowej (21.03.1919) oraz uzyskania nominacji generalskiej przez tego oficera ówczesnej Armii Wielkopolskiej (04.04.1919).

2. Aktywizacja krótkofalowców pośród kadry zawodowej i pracowników wojska, w tym również emerytów i rencistów.

3. Podniesienie umiejętności operatorskich, głównie wśród młodzieży zainteresowanej krótkofalarstwem.

4. Zapoznanie z działalnością klubu SP3PGR, jedynego klubu krótkofalarskiego Polskiego Związku Krótko-falowców prowadzącego zajęcia dla młodzieży na terenie placówki oświatowej miasta Poznania.

3. Uczestnicy: licencjonowane stacje krajowe, zagraniczne indywidualne i klubowe oraz nasłuchowcy, z użyciem jednego nadajnika, przy ograniczeniu mocy doprowadzonej do anteny 100 W. Wszyscy uczestnicy muszą swoje łączności (nasłuchy) przeprowadzić w sposób określony niniejszym Regulaminem oraz terminowo przesłać Organizatorowi swój log do klasyfikacji. Niespełnienie tych warunków będzie powodem dyskwalifikacji.

4. Pasma i emisja: 3,5 MHz, 7 MHz, 14 MHz i 21 MHz emisją SSB, zgodnie z obowiązującym IARU R1 Band Plan HF. Nie zalicza się łączności cross-band.

5. Termin: od 4.01.2014  0:00 UTC do 12.01.2014  23:59 UTC. Uczestnicy podają „wywołanie w Konkursie Generalskim”.

6. Klasyfikacja:    A – stacje indywidualne,  B – stacje klubowe,  C – stacje podające po raporcie RS literę „Z”,  D – SWLs, E – stacje zagraniczne lub SP nadające spoza granic kraju,  F – stacje Organizatora z wyłączeniem SNØGKR.

7. Punktacja: - QSO ze stacją klubową Organizatora SNØGKR                                                             – 20 pkt.,

                      - QSO ze stacją indywidualną lub klubową Organizatora                                                     – 10 pkt.,

                      - QSO ze stacją, której operatorem jest żołnierz zawodowy /emeryt, rencista wojskowy/

        bądź ze stacją w inny sposób związaną z Siłami Zbrojnymi RP /państwa NATO/     –   5 pkt.       ,

                      - QSO z pozostałymi stacjami                                                                                                   –   2 pkt.

Uwagi: Wykaz stacji Organizatora będzie dostępny na stronie Szkoły http://e-zsopoznan.pl przed rozpoczęciem Konkursu. Dozwolone jest powtarzanie QSO z daną stacją w kolejnych dniach Konkursu lub w danym dniu na innym, regulaminowym paśmie.

Mnożniki o wartości 1 będą przyznawane jednokrotnie przez Organizatora za:

- QSO przeprowadzone z miejscowości bądź powiatu na terenie kraju, związanych z osobą generała Kazimierza Raszewskiego, za każdy kolejny powiat zgodnie z poniższym wykazem:

- woj. wielkopolskie (m. Poznań – PX, powiat kościański – ON),

- woj. śląskie (powiat raciborski – RC),

- woj. opolskie (powiaty: głubczycki – GY, nyski – NF, prudnicki – PJ),

- woj. dolnośląskie (powiaty: bolesławiecki – BE, lwówecki – LF, oławski – OA).

- QSO ze stacją zagraniczną, za każdy kolejny kraj.

Uwagi: W przypadku Uczestnika pracującego z terenu jednego z ww. powiatów jego raport RS powinien być uzupełniony  o grupę kontrolną stanowiącą litery właściwego powiatu. W przypadku QSO za 5 pkt. Uczestnik zobowiązany jest podać w dzienniku po raporcie RS dodatkowo grupę kontrolną „Z”.

Za bezbłędne QSO uważa się łączność, w której obie stacje wymienią poprawnie swoje znaki wywoławcze, raporty i grupy kontrolne oraz pasmo, logując te dane przy rozbieżności czasu UTC nie większej niż 3 minuty (dotyczy to również dziennika nasłuchowca). Uczestnicy, którzy przeprowadzą mniej niż 10 QSO nie zostaną sklasyfikowani, a ich logi zostaną użyte tylko do kontroli (CHECKLOG). Uczestnik może być sklasyfikowany tylko w jednej grupie. Decyzje Komisji pod przewodnictwem Jacka Behrendta SQ3OPM są ostateczne i nie podlegają zaskarżeniu.

8. Wynik końcowy: suma punktów za QSO x suma uzyskanych mnożników.

Uwaga: Przy nasłuchach, punkty i mnożniki przyznawane będą za obie wykazane w logu stacje.

9. Nagrody: za miejsca od 1 do 3 – puchar i dyplom, za miejsca od 4 do 6 – dyplom. Niezależnie od zajętego miejsca Organizator uhonoruje dyplomem Uczestników, którzy przynajmniej na jednym paśmie nawiążą łączność ze wszystkimi stacjami Organizatora, a wszyscy pozostali Uczestnicy z Polski, którzy zdobędą co najmniej 300 pkt. (Uczestnicy z zagranicy co najmniej 150 pkt.)
i przeprowadzą QSO ze stacją Organizatora SNØGKR uhonorowani zostaną dyplomem elektronicznym (bronze, silver or gold).

10. Dzienniki w formie papierowej proszę wysłać na adres: Zespół Szkół Odzieżowych, Szkolny Klub Krótkofalowców SP3PGR, ul. Kazimierza Wielkiego 17, 61-863 Poznań lub w preferowanej formie elektronicznej w formacie cabrillo na adres: sp3pgr@wp.pl. Stacja podająca jako grupę kontrolną literę „Z” powinna w dzienniku określić swój aktualny bądź przeszły związek z wojskiem. Termin nadsyłania logów upływa 14.01.2014 /decyduje data stempla pocztowego/.

11. Ogłoszenie wyników i ceremonia wręczenia nagród nastąpi podczas obchodów Dnia Patrona Szkoły 27 stycznia 2014 roku. Wyniki zostaną podane do publicznej wiadomości na stronie Szkoły http://e-zsopoznan.pl oraz portalach i prasie krótkofalarskiej.

Wykaz stacji Organizatora: SN0GKR, SP3FTA, SP3KYY, SP3OL, SP3PL, SP3POZ, SP3ZAC, SP9KJU, SP9PRR, SQ3OPM, SQ3PON, SQ3SHH i SO3ALG (ten ostatni znak tylko pasmo 80 m i 15 m).

REGULATIONS

The 4th Genaral Competition
 

1. Organizer: School Amateur Radio Club SP3PGR (Szkolny Klub Krótkofalowców SP3PGR) by General Kazimierz Raszewski
1st Secondary School in Poznań which constitutes Garment Industry School Complex (Zespół Szkół Odzieżowych) hereinafter referred to as the school. The honorary patronage of the competition is provided by Prof. Stanisław Koziej, head of the National Security Bureau as well as by representatives of many associations and institutions which have been connected with the activity
of the competition’s patron. The Award Manager of the competition is Jacek Behrendt SQ3OPM sq3opm@wp.pl.

2. Goals:  1. Commemoration of general Kazimierz Raszewski – a great patriot, insurgent of the Wielkopolska Uprising, participant of the Polish-Soviet War, commander of the Corps District Number VII in Poznań, activist and social worker in reference to the 95th anniversary of taking command of the 3rd Wielkopolska Cavalry Regiment (since 16th February 1919) and becoming head of the Military Department of the Superior Council of the People (since 21st March 1919) and obtaining promotion to the rank of brigadier general by being an officer of the Wielkopolska Army of the competition’s patron (since 4th April 1919).

2. Activation of the practice of amateur radio operators among professional staff and military workers, including pensioners.

3. Improvement of operator’s skills, mainly among teenagers interested in the practice of the amateur radio operation.

4. Learning about the activity of the club SP3PGR, the only club of Polish Amateur Radio Union (PZK) which conducts courses for teenagers at the premises of the educational institution of the city of Poznań.

3. Participants: licensed national stations, individual and club foreign station as well as short wave listeners (SWLs), with the application
of one transmitter with limitation of power fed to the antenna to 100 W. All of the participants must provide their call in the manner compliant with these Regulations as well as submit to the organizer their log for classification in due time. Failure to fulfil
the aforementioned conditions shall result in disqualification.

4. Bands and mode: 3,5 MHz, 7 MHz, 14 MHz and 21 MHz phone mode (PH) in compliance with biding IARU R1 Band Plan HF.
The cross-band type of connection is not taken into consideration.

5. Period of time: from 4th January 2014 00:00 UTC until 12th January 2014 23:59 UTC. The participants provide “CQ The General Competition” (Wywołanie w Konkursie Generalskim).

6. Classification: A – individual stations,  B – club stations,  C – stations which give the letter „Z” after the report RS,  D – SWLs,  E – foreign stations
 or SP which worked beyond the boundaries of the country, F – organizers’ stations except for SNØGKR.

7. Points:   - QSO with the organizer’s club station SNØGKR                                                                                                               – 20 points,

 - QSO with an individual or club station of the organizer                                                                                                  – 10 points,

 - QSO with a station operated by a soldier /retired or a military pensioner/ or with a station which in any other

manner is connected to the Military Forces of the Republic of Poland /NATO countries/                                          –   5 points,

 - QSO with the remaining stations                                                                                                                                           –   2 points.

Notes: List of the organizers’ stations will be given prior to the start of the competition on the organizator’s website http://e-zsopoznan.pl.
It is permitted to repeat QSOs with that station in the next day of competition or in the day on another band.

Multipliers of the value of 1 will be granted once by the organizer for the following:

- QSO broadcasted from a town or a poviat upon the territory of the country, related to general Kazimierz Raszewski, for each poviat in accordance with the specification below:

- Voivodship of Wielkopolska (wielkopolskie) (the City of Poznań – PX, poviat of Kościan – ON),

- Voivodship of Silesia (śląskie) (poviat of Racibórz – RC),

- Voivodship of Opole (opolskie) (poviats of: Głubczyce – GY, Nysa – NF, Prudnik – PJ),

- Voivodship of Lower Silesia (dolnośląskie) (poviats of: Bolesławiec – BE, Lwówek – LF, Oława – OA).

- QSO with a foreign station, for each country.

Notes: The participant working with the above poviats should complete RS report control group (poviat abbreviation) in his log. The participant is additionally obliged to place the letter „Z” in the case of QSO for 5 points.

The faultless QSO is considered to be the connection, in which both stations correctly enumerate their call signs, reports and control groups as well as the band by logging with this information with the discrepancy of UTC time not bigger than 3 minutes (it also applies to the logs SWLs). The participants, who conduct less than 10 QSO will not be classified and their logs will be used for control only (CHECKLOG). The participant may be classified in one group only. The decisions of the Competition Committee under the direction of Jacek Behrendt SQ3OPM are final and are not subject to any complaint.

8. Final result: the sum of points for QSO x the sum of obtained multipliers.

Note: In the case of SWLs, points and multipliers are granted for both stations specified in the log.

9. Awards: for the occupation from the first to the third place in classification group - a cup and a diploma, for the occupation from the fourth to the sixth place - a diploma. Regardless of the occupied place the organizer grant a diploma to the participants, who will establish connection with all
of the organizers’ stations on at least one band and all the other participants who reach a certain point threshold and make QSO with
 the organizer’s station SNØGKR will be awarded electronic diploma: Brown - 300 points, for foreign stations (non-SP) -150 points, Silver - 600 points (for non-SP stations - 300 points) or Gold - 1000 points (for non-SP stations - 500 points).

10. Log in paper form should be sent to the following address: Zespół Szkół Odzieżowych, Szkolny Klub Krótkofalowców SP3PGR,
ul. Kazimierza Wielkiego 17, 61-863 Poznań POLAND or in the preferred log in electronic form in cabrillo format to the following address: sp3pgr@wp.pl. The station which provides the letter „Z” as the control group should specify in the aplications its current or former relation to military services. The deadline for sending of logs expires on 14st January 2014 /date of the post office stamp is decisive/.

11. Announcement of the results and ceremony of prize awarding will take place during the celebration of the Patron’s Day of the school 27th January 2014. The results will be rendered available to public information on the organizer’s website http://e-zsopoznan.pl as well as
on the websites and press related to amateur radio operation.

List of the organizers’ stations: SN0GKR, SP3FTA, SP3KYY, SP3OL, SP3PL, SP3POZ, SP3ZAC, SP9KJU, SP9PRR, SQ3OPM, SQ3PON, SQ3SHH i SO3ALG (only 80 m and 15 m).

 

 

IV General-Wettbewerb

Ausschreibung
 

1. Veranstalter: Amateurfunkschulklub SP3PGR am General-Kazimierz-Raszewski-Gymnasium Nr. 1 in Posen, als Bestandteil des Władysław-Reymont-Bekleidungsschulkomplexes, im Folgenden „Schule” genannt. Die Ehrenschirmherrschaft wurde durch prof. Stanisław Koziej den Leiter des Büros für nationale Sicherheit und Vertreter verschiedener Vereine und Einrichtungen, die in der Vergangenheit und auch gegenwärtig mit dem Schirmherren verbunden sind, übernommen. Manager des Wettbewerbs ist Jacek Behrendt SQ3OPM sq3opm@wp.pl.

2. Ziele:  1. Erinnerung an General Kazimierz Raszewski, Oberstleutnant der Husaren des Deutschen Kaiserreiches, dem Teilnehmer des Posener Aufstandes und des Polnisch-Bolschewistischen Krieges, Kommandeur des Korpsbezirkes VII in Posen, Aktivist und Sozialarbeiter, im Zusammenhang mit dem 95. Jahrestag seit Ernennung zum Kommandeur der 3. Großpolen-Kavallerie-Regiment (16. Februar 1919) und Empfang durch den Offizier der Armee-Großpolen, dem Schutzpatron der Schule und der Wettbewerb Beförderung zum Brigadegeneral (4. April 1919).

2. Aktivierung der Funkamateure unter dem Personal der Streitkräfte der Republik Polen, darin auch unter den Militärpensionären und Militärrentnern.

3. Erhöhung der Amateurfunkkenntnisse, insbesondere unter der am Amateurfunk interessierten Jugend.

4. Bekanntmachung mit dem Tätigkeitsbereich des Funkclubs SP3PGR, eines einzigen Amateurfunkklubs des Polnischen Amateurfunkverbandes (PZK), der in einer Bildungseinrichtung der Stadt Posen außerschulische Aktivitäten für die Jugend in einer solchen Form durchführt.

3. Teilnehmer: Lizenzierte inländische, individuelle ausländische und clubeigene Stationen, sowie SWL’s, unter Verwendung eines Senders und auf 100 W beschränkten, der Antenne zugeführten Leistung. Alle Teilnehmer haben ihre Verbindungen (Hörtätigkeit) gemäß der vorliegenden Ausschreibung durchzuführen und termingemäß die Log’s zwecks Wertung an den Veranstalter zu senden.
Die Nichtbefolgung dieser Bedingungen hat die Disqualifizierung zur Folge.

4. Band und Betriebsart: 3,5 MHz, 7 MHz, 14 MHz und 21 MHz in SSB, gemäß dem IARU R1 HF-Band-Plan. Cross-Band-Verbindungen werden nicht gewertet.

5. Termin: 04.01.2014 00:00 UTC bis 12.01.2014 23:59 UTC. Die Teilnehmer rufen “CQ General-Wettbewerb” oder „CQ The General Competition” (wywołanie w Konkursie Generalskim).

6. Wertungsklassen: A - individuelle Stationen, B - clubeigene Stationen, C - Stationen, die im RS-Bericht das Zeichen „Z“ angeben, D - SWLs,

E - ausländische Stationen oder SP’s, die außerhalb der Landesgrenzen von Polen arbeiten, F - Stationen des Veranstalters, unter Ausschluss von SNØGKR.

7.  Punkte: - Verbindung /QSO/ mit Klubstation des Veranstalters SNØGKR                                                                                 – 20 Punkte,

                  - Verbindung /QSO/ mit individueller oder einer Klubstation des Veranstalters                           – 10 Punkte,

   - Verbindung /QSO/ mit einer Station, dessen Betreiber ein Berufssoldat/Militärpensionär

 bzw. Militärrentner ist/ bzw. mit einer Station, die in einer anderen Art mit den Streitkräften

   der Republik Polen verbunden ist, oder mit einer Station eines anderen NATO-Staates                        –   5 Punkte,

   - Verbindung /QSO/ mit sonstigem Stationen                                                                                     –   2 Punkte.

Achtung: Verzeichnis der Stationen des Veranstalters (QSO für 5 Punkte) verfügbar sein wird auf der Webseite des Veranstalters http://e-zsopoznan.pl vor dem Start des Wettbewerbs. Sie können wiederholen QSO-Verbindungen mit gegebenen Station in an anderen Tagen des Wettbewerbs oder am selben Tag auf einem anderen Band.

Multiplikatoren mit dem Wert von 1 werden einmalig vom Veranstalter zuerkannt für:

 - durchgeführte Verbindungen aus einer Ortschaft bzw. eines Landkreises des Landes die mit der Person des Generals Kazimierz Raszewski verbunden ist, für jeden weiteren Kreis entsprechend der folgenden Aufstellung:

- Wojewodschaft Großpolen (Stadt Posen – PX, Landkreis Kosten – ON),

- Wojewodschaft Schlesien (Landkreis Ratibor – RC),

- Wojewodschaft Oppeln (Landkreise: Leobschütz – GY, Neiße – NF, Neustadt – PJ),

- Wojewodschaft  Niederschlesien (Landkreise: Bunzlau – BE, Löwenberg – LF, Ohlau – OA),

   - QSO-Verbindungen mit ausländischer Station, für jedes weitere Land.

Achtung: Nach dem RS-Bericht hat der Teilnehmer arbeitet mit den oben erwähnten Landkreises die Buchstaben des Landkreises als Kontrollgruppe im Log anzugeben. Im Falle einer Verbindung für 5 Punkte, ist der Teilnehmer verpflichtet dem RS-Bericht zusätzlich den Buchstaben “Z” hinzuzufügen.

Als fehlerfreie QSO’s werden Verbindungen angesehen, für die beide Teilnehmer richtig die Rufzeichen, die Rapporte und Kontrollgruppen sowie das Band gelogt haben, dabei darf die Zeitdifferenz in UTC nicht mehr als 3 Minuten betragen (dies betrifft gleichfalls die Log’s der SWL-Hörer). Die Teilnehmer, die weniger als 10 QSO-Verbindungen werden nicht gewertet und eingereichten Log’s werden als Kontrolllog’s genutzt. Der Teilnehmer wird nur ein einer Klasse gewertet. Die Beschlüsse der Wertungskommission unter der Leitung von Jacek SQ3OPM sind endgültig und unklagbar.

8.  Endergebnis: Summe der QSO-Punkte x Summe der erzielten Multiplikatoren.

Achtung: Bei Hörberichten werden Punkte und Multiplikatoren für beide gelogten Stationen zuerkannt.

9.  Preise: für den ersten bis dritten Platz in den Gruppen – ein Pokal und Diplom, für den vierten bis sechsten Platz - ein Diplom. Mit einem Diplom; unabhängig von der belegten Platzierung, werden Wettbewerbsteilnehmer ausgezeichnet die mit allen Stationen das Veranstalters Verbindungen erzielt haben. Allen übrigen Teilnehmern nach Erreichen der erforderlichen Anzahl von Punkten und hatte QSO-Verbindungen mit Station des Veranstalters SNØGKR werden Diplom in elektronischer zuerkannt: Braun – 300 Punkte (für nicht-polnischen Stationen – 150 Punkte), Silber – 600 Punkte (300 Punkte) oder Gold – 1000 Punkte (500 Punkte).

10. Log’s in Papierform senden Sie bitte an die Adresse: Zespół Szkół Odzieżowych, Szkolny Klub Krótkofalowców SP3PGR,
ul. Kazimierza Wielkiego 17, 61-863 Poznań POLAND bzw. lieber in elektronischer Form im Cabrillo-Format an die E-Mail-Adresse: sp3pgr@wp.pl. Statione, die in den Berichten den Buchstaben „Z” angeben, sollten ihre aktuelle bzw. frühere Verbindung mit dem Militär angeben. Der Einsendetermin der Log’s läuft am 14. Januar 2014 (wobei der Poststempel maßgebend ist) ab.

11. Veröffentlichung der Ergebnisse und Preisverleihung findet während der Schirmherrntages der Schule am 27. Januar 2014 statt. Die Ergebnisse werden auch auf der Internetseite des Veranstalters http://e-zsopoznan.pl sowie auf den Amateurfunkportalen
und in der Amateurfunkpresse bekannt gegeben.

Verzeichnis der Stationen des Veranstalters: SN0GKR, SP3FTA, SP3KYY, SP3OL, SP3PL, SP3POZ, SP3ZAC, SP9KJU, SP9PRR, SQ3OPM, SQ3PON, SQ3SHH i SO3ALG (Nur 80 m und 15 m).
